The Constitutional Walking Tour of Philadelphia is modeled after The Freedom Trail® in Boston which is a free 2.5-mile walking tour denoted by a red line of paint and bricks which guides visitors through Boston to see its many historic sites. As such, The Constitutional Foundation further acknowledges Bob Winn, the sexton of the Old North Church in Boston, and William Schofield, the reporter from the Boston Herald-Traveler, who originally conceived of The Freedom Trail in Boston from 1951 to 1958.

Since 2002, The Constitutional Walking Tour of Philadelphia has reached out to solicit support and feedback from various constituents in the Independence Mall ecosystem including: the Center City District, City of Philadelphia, Commonwealth of Pennsylvania, Delaware Valley Regional Planning Commission, Friends of Independence National Historical Park, Greater Philadelphia Chamber of Commerce, Greater Philadelphia Tourism Marketing Corporation, Independence Visitor Center Corporation, Independence National Historical Park, the National Park Service, International Visitors Council of Philadelphia, National Constitution Center, Old City District, Philadelphia Convention & Visitors Bureau, Philadelphia's Historic Neighborhood Consortium, Philadelphia Multicultural Affairs Congress, Philadelphia's Northwest Coalition, etc.

In developing the initial framework for The Constitutional, The Constitutional Walking Tour relied on various sources of existing information including: AudioWalk & Tour of Historic Philadelphia; Boston National Historical Park, Center City District (Walk! Philadelphia); City of Boston; Commonwealth of Massachusetts; The Freedom Trail Foundation, The Freedom Trail; Greater Philadelphia Tourism Marketing Corporation; Historic Philadelphia, Inc.; Independence Hall Association; Independence National Historical Park - the National Park Service; Independence Visitor Center; Lights of Liberty Show; National Constitution Center; Philadelphia Carriage Company - Independence Carriage Company; The Philadelphia Convention & Visitors Bureau and the Philadelphia Multicultural Affairs Congress.
